Ithaca City Code Chapter 342 requires a written permit from the Superintendent of Public Works before anyone obstructs or occupies a street, highway or sidewalk, which covers a dumpster set in the public way. Permit fees are set by the Board of Public Works, the permit must be posted at the site, and the applicant signs a hold-harmless agreement with the City.
