Asheville requires a Temporary Closure Permit from the Transportation Department to place a dumpster on any street within city limits or in downtown on-street parking spaces. The application needs a traffic control plan and a sketch of the area, with a $100 application fee plus a permit fee of $50 for 1-7 days, $100 for 8-29 days, or $100 per week for 30 days or more, and meter bagging is $22 per space per day.
