Fuel Surcharges and Environmental Fees on Your Waste Bill, Explained
What fuel recovery, environmental recovery and regulatory fees are, why they keep changing, and how to keep them from inflating your trash bill.

Look below the base rate on a commercial trash invoice and you'll usually find a few more lines: a fuel fee, an environmental fee, maybe a regulatory or administrative charge. Together they can turn a quoted price into a noticeably bigger number.
The common fees
| Fee | What it usually is |
|---|---|
| Fuel recovery fee / fuel surcharge | A percentage added to your charges, described as offsetting fuel costs |
| Environmental recovery fee | A percentage added to your charges, described as offsetting environmental and compliance costs |
| Regulatory cost recovery | A charge described as offsetting government and regulatory costs |
| Administrative / invoice fee | A flat charge for billing, paper invoices or payment method |
Why they keep changing
These fees are usually set by the hauler, not by your agreement's rate table. Republic's published commercial terms say the fuel recovery and environmental recovery fees can be changed from time to time simply by showing the new amount on your invoice, and that they aren't tied to the cost of servicing your account. WM's published terms list fuel surcharges, environmental charges and regulatory cost recovery charges among the charges that can increase, and say increases may include a profit margin.
How to keep them in check
- Add up every fee line as a share of your base rate. That's your real price.
- Compare that share across the last 12 invoices. If it's climbing, ask your hauler in writing how each fee is calculated.
- When you renew or switch, negotiate an all-in price, or a written cap on fees.
- Pay electronically if your hauler charges for paper invoices or certain payment methods.
